Emily Scott

City of Indianapolis, Department of Metropolitan Development, Administrator for Community and Economic Development

Emily Scott serves as the Administrator for Community & Economic Development at the Department of Metropolitan Development of the City of Indianapolis. As Administrator, Emily supports a team responsible for implementing local incentives for economic development and affordable housing, the City’s New Markets Tax Credit program, and city-owned site and infrastructure projects. Prior to joining the City in early 2022, Emily spent 5 years working at Local Initiatives Support Corporation (LISC) where she focused on fund development and implementation for community economic development and small business initiatives in Indianapolis. Prior to LISC, Emily worked at a CDC where she worked on the early stages of the Mass Ave industrial corridor revitalization and helped launch Ruckus Makerspace. She received her Master of Public Affairs from the IUPUI School of Public and Environmental Affairs while working in several other nonprofit and research related positions, and received her BS from Purdue in Political Science. Emily has been involved in a wide range of civic initiatives, committees and advisory roles for community projects and programs. Outside of work, Emily enjoys outdoor adventures, making art and participating in local creative events, and traveling overseas.
